Tune2fs is just a user-space tool.  The kernel version in roswell
includes much more recent, 2.4 branches of the ext3 codebase.

No, it's only the latest 2.2 kernel code.  That has no relation to
user-space tool version numbers.

Because 0.0.7a is a 2.2-kernel-only version.  2.4 ext3 is up to 0.9.6
in the roswell kernels.
