Maximal mount count checks are just for sanity-checking.  They are
designed to occur even during normal use.  "tune2fs" will let you
specify the frequency of the forced checks, both in terms of
number-of-mounts and elapsed time, and you can disable the checks by
setting the intervals to zero.
