Does this mean that dma is in fact off?

The other server (the one with no huge journalling % CPU activity has:

So on that server is it saying dma is on?

Looks like is ON on the server that has no problems and OFF on the one with
loadsa journalling?

What do we need to do & is it safe to turn DMA ON on a busy working public
internet server?

Has that been established?

I haven't seen the output of `hdparm /dev/hda' for both your drives yet.
(That's hdparm _without_ the -i flag).
