Big trouble, and tune2fs shouldn't let you do it.  You need to unmount, then:

tune2fs -O ^has_journal <dev> ; tune2fs -j -J size=<new size> <dev>

On a normal filesystem, 'debugfs -R "stat <8>" <dev>' should work.
