Do we really expect that to happen?  I don't, if we're at least halfway 
competent in our messaging.

Right now, people call everything "a project" because that's the only real 
terminology we've afforded them.  Educate them, and they'll certainly buy 
in; it's why they're members of the project, after all.

And if they refuse, then the board should correct them in public.  Gently, 
but firmly.  :)

(p.s. this distinction would make it incumbent upon the board to audit the 
current "projects" to decide which are Projects and which are SIGs.  For 
instance... Live CD?  Free Media?  Sponsored Media?  And if these are 
official projects, who are the official heads?)
