Sure once its released, however before then, and if its used in any other
distribution... And bugs filed in BZ for a problem are good things. Fixing
it upstream and getting those fixed into a package downstream are two
different things, and really should be two different bugs anyway. Upstream
author isn't always going to be the downstream packager either.
