I think I prefer this second model.  It allows FESCO to work on *exactly* 
what is core to the next release of the Fedora OS, and it allows some of 
the other Fedora projects to help FESCO as needed (Docs or artwork are 
great examples here) but maintain their own sort of lifecycle that isn't 
necessarily tied to a specific release of Fedora.
