[Ambassadors] Fedora website for newbies

The local websites should be handled by local Fedora people, most likely
Ambassadors.

Again, this is the action plan we've seen in Brazil and proved feasible:

1) 3 or more local Ambassadors initial gathering
2) local Ambassadors list creation
3) agreement on local Fedora activities
4) local Fedora website creation
5) local sub-projects representation i.e. free media distro, native lang
documentation, translation, events, etc
6) website maintenance
7) new Ambassadors joining
8) ....
