[Ambassadors] monthly EMEA meeting

Adding up all the +1s and -1s, we see 9 votes for 21:00 UTC, and 7 votes 
for 20:00 UTC and 22:00 UTC.

Some of our more prominent EMEA Ambassadors couldn't make 20:00 UTC, so 
I'd like to propose that we use 21:00 UTC (which is 22:00 CET) for our 
monthly meetings, beginning on Wednesday February 18.
