Yeah, picking a different icon should generally be done by patching the 
desktop files, not by adding yet more symlinks to icon themes. Fixing
size issues would have to be done by installing the missing sizes,
typically in the application package for app icons, or in the icon theme
for things like categories, etc.

Here is one more odd proposal for avoiding the 22 vs 24 issue. If we set
gtk-icon-sizes="panel-foobar=23,23:panel-menu=23,23" it appears to my
untrained eyes that both 22 and 24 icons are left unscaled...
