This is often proposed as a band-aid solution to not hurt any feelings. 
But the reality is that they get old and for the next release people 
will come with a batch of fresh, more exciting (because of freshness) ideas.

And honestly, if a theme was not "the winner" for a certain release, 
then it was not "the best". Why settle for something less than "the 
best" for the next release?
