Well, pungi needs to grow the ability to separate the packages needed
for composing vs the packages that will be in the compose.  Once that's
accomplished, then your package manifest can drop anaconda-runtime and
a few other things.  I just haven't done that work yet, and I'm not
planning to for F9.
