Updating packaging to be more in-line with what rel-eng expects.
These changes will create a uniform srpm for all kernel distros.  The
differences will be generated using the %dist and %rhel macros.  To
accomplish this, the rhel config options had to be set at build time, not
before.  

The intent here is to allow the kernel to scale with the introduction of
various new projects.  Everything isn't perfect yet, but neither is our
build system.

Side note, config-rhel-generic and merge.pl had to be moved to accomodate
the spec file.
