1) IPSEC kernel support.  I am assuming we will get this as part of the
move to 2.6.

2) IPSEC user space daemons and tools.

3) system-config-ipsec to provide a simple GUI for configuring common
IPSEC scenarios.

4) Documentation updates to cover IPSEC and the common tasks relating to
IPSEC.
