selinux targeted error message

Hi, I am running rawhide on a laptop with selinux targeted
(selinux-policy-targeted-1.19.14-3) and I get the following in the
/var/log/messages

Dec 20 07:25:32 localhost kernel: audit(1103549132.867:0): avc:  denied  {
create } for  pid=2983 exe=/sbin/udev name=class at vc@vcsa7
scontext=user_u:system_r:unconfined_t
tcontext=system_u:object_r:tty_device_t tclass=file

create } for  pid=2978 exe=/sbin/udev name=class at vc@vcs7
scontext=user_u:system_r:unconfined_t
tcontext=system_u:object_r:tty_device_t tclass=file

How do I determine what to fix?

I have:
ls -Z /sbin/udev
-rwxr-xr-x  root     root     system_u:object_r:udev_exec_t    /sbin/udev
ls -Z /dev/vcsa7
crw-------  vcsa     tty      system_u:object_r:tty_device_t   /dev/vcsa7

Does this mean that some user command tried to modify /dev/vcsa7 ?
