Perl requires/provides proposal

I would advise only taking advantage of a perl upgrade opportunity like a
RH9 & FC1 major nbugfix or security issue where perl upgrade would be a
necessity.   Otherwise I would not want to upgrade perl only to implement
the virtual provides framework.  This is also not a solution for pre-RH9
distributions.

Agreed that we should focus on FC2.  We have plenty of issues there alone.
