* Changes to KDE must be done without compromising the Fedora/RH way of doing things. This would mean tight communication/collaboration with the RH desktop team.

Excellent points you make, and I find it hard to disagree with any of them. If moving KDE out of CORE truly can make it better, then I'm all for it. I'd like to help in any way I can.
