Some ideas look good, but:
It aims to replace /etc/passwd, /etc/shadow, /etc/groups and so on, but even
M$ are moving to LDAP + kerberos. For me it is useless in this case.
'All key-value pairs are stored in clear-text files' - well, what do we
have now?
Why is it called 'registry'? Even windows users do not like their registry?
