packages that BuildRequire: gettext that need to change to gettext-devel

So you are advocating leaving gettext/gettext-devel as-is, and adding
Requires: cvs to the gettext package?  Or are you advocating changing
packages that use autopoint to BuildRequire cvs manually?  Or something
else?
