And how does Red Hat bugzilla know how to create a bug report in an
upstream bugzilla? Do you really expect that somebody implements a
wrapper interface for the forms of each individual upstream bug
tracking system and keeps it up-to-date? Further, how to add two-way
communication channels between upstream developers and bug reporters?
There's really no way to avoid that users create an account in
upstream's bug tracker, so they can respond to questions. Not even
mentioning all the projects who take bug reports by e-mail only.

There is nothing wrong with reporting bugs first to the last link of
the chain, the package creator/developer, the distributor or
repository maintainer, respectively. Package owners might know whether
a problem is restricted to the custom builds, e.g. due to any patches,
feature configuration or dependencies. But if the packager thinks
something like an RFE is better reported upstream, it boils down to a
matter of laziness and whether the reporter is really interested
enough in an application as to contact its developers.

In the world of other operating systems, it's no different.
