In many cases where foo Requires foo-bar and foo-bar Requires foo, IMO, 
there shouldn't *be* a foo-bar subpackage at all.  One example off the 
top of my head:
openoffice.org
openoffice.org-libs
What's the point of the separate -libs subpkg?
