What you're describing is Metacity's behavior in FC3. It's even worse in
FC4. Every time I open a new window in FC4 I feel like throwing stuff
around because it doesn't seem to make any sense. When a couple of small
windows and opening a large one, Metacity will decide to mash the window
into some open space, best-fit or not. Combine that with the change that
opens new windows *under* the active window, and you have an excellent
recipe for GUI rage.
