Two follow-ups then:

1) Is there any information, documentation, ideas or any mailing
archives on this?

2) How can I help from a Bash, C or Perl perspective?

I would love to be involved with userland LSB-compliance/ideal end of
it.

I've also been looking for an excuse to learn Python/Newt (that's what
the fedora/redhat-config-* programs are written in so they can target
both slang and GTK+, correct?), so if there is some opportunity to
develop there, I'm interested.

I can give up to an honest 10 hours/week on this, so just let me know.
I'd really to be involved in this area.
