I think it was necessary for packages with a generated filelist since it
ensures the man pages get gzipped *before* creating the filelist.  If
they get gzipped after %install the filelist is out of sync with the
install root.

At least perl-Compress-Zlib doesn't build any more, but it's easy to fix
in the sed pipeline.
