this document file is not a part of yum-2.4.0-0.fc4  nor yum-2.4.0-14
from rawhide

none of the items in yum-utils from either extras-fc4 or
extras-development are plugin based. They are all standalone.

The only plugin that I'm aware of that ships as part of a fedora rpm
at the moment is the installonlyn plugin in yum-2.4.0-14  from rawhide
