It's there, but it comes after /bin and /usr/bin, making it
useless for people who install replacement versions of vendor
packages.

I use this workaround in my /etc/profile.d/zzz_profile.sh:

 # reorder local
 PATH=/usr/local/bin:`echo $PATH | sed -e 's,:*/usr/local/bin,,g' -e 's,:*/usr/local/sbin,,g'`
 test "$UID" = 0 && PATH=/usr/local/sbin:$PATH
