Because the userspace thing needs that kernel to be used?

B.t.w., if you don't want to force the pull, you can still
add version dependencies like:

kernel-xen0:
	Provides: xen-kernel = 3.0.1

xen:
	Conflicts: xen-kernel != 3.0.1
