By that logic, Debian, Ubuntu, OpenSuSE, Slackware, etc. are all test 
bases for RHEL, because bugs they fix that go upstream all wind up in 
RHEL eventually.  However, you'll be met with equal contempt from people 
if you go onto those distributions' respective mailing lists and tell 
them they are just test beds for RHEL.  They are completely different 
distributions with different requirements.
