Guidelines for creating subpackages?

I understand, but why then have been built vtk, vtk-python, vtk-qt,
and vtk-tcl packages but only a combined vtk-devel package which
depends on the former ones? In order to minimize maintenance work,
a more consistent approach would have been to build a single vtk
package like there is a single vtk-devel package, although I'd
prefer to see corresponding vtk-python-devel, vtk-qt-devel, and
vtk-tcl-devel packages.
