Moving services from elvis to Fedora infrastructure

Hi all.

There is a general consensus that the Fedora-specific services hosted on the
elvis server (development of packages like `anaconda`, `system-config-*`, etc,
and translations) should be moved over to Fedora infrastructure.

Why? Because we will be able to better maintain them, hook them up with the
Fedora Account System, increase their functionality, and lower the barrier for
contributions to packages hosted there. Also, in addition to CVS, maintainers
can host their projects on Subversion, Mercurial, or git.

The Fedora Localization Project (FLP) will begin maintaining translations hosted
on `cvs.fedoraproject.org`, and continue for the rest of the Fedora SCMs. We are
working on a new interface for translation statistics, which supports multiple
SCMs (working prototype (comments, suggestions, welcome) @ [1]).

We are planning to make a mass move in the next week or two. This email is just
a heads up. All `CVS/Root` files can be changed with a simple script. If you
need to stay on elvis for some reason, please let us know so we can work this out.
