It is linked with the release freeze. I guess that, at that time of the
release, the nevr should be against F8 updates pending. Or even not
reported at all during the freeze(s).  As you also say, it may be
reasonable to have, for some period of time testing > rawhide, but it
should only be temporary, since when the release comes (and one should
argue, when the alpha comes), the upgrade path should be sane, and
testing packages should end up in the stable branch.
