Not agreeing with management decisions is "non-cooperation"? 
Yes, I feel the current release procedures are a mal-designed,
overengineered and yes, I feel fedora's management hardly could do
worse.

Meanwhile, the embedded SIG has implemented facts.

Yes, I didn't mention them, because I respected to upstream's decision
not to ship *.pc's.

He'd have to patch the configure scripts.

The effort to get these configure scripts to work without pkgconfig
files would only be marginally different.

It's simply that osgal's and osgcal's configure scripts mis-apply
pkgconfig and do not acknowledge things similar to this:
configure OPENTHREADS_CFLAGS=' ' OPENTHREAD_LIBS='-lOpenThreads'

openalpp's configure does acknowledge this and can be compiled against
OSG-2 this way.
