xorg in Fedora now runs in no-configuration-file mode which means the
layout preferences have to be read somewhere else.

Ideally this somewhere else would be the same somewhere else as for
the console, exactly like unified kernel-side modesetting. But since
the console is not providing good layout options, there is a new
script in F10 that tries to workaround this mismatch.

Obviously, in your case, it fails.
