Is there a plan for how yum is going to upgrade itself?

Should it not execute from the 2.6 version on disk and use rpm to alter
the copy on disk to use 3.0, so that the next run will use 3.0? It'll
require python 3.0, so it'll be in the same execution.

In short, shouldn't it work just like it does now?

Theoretically yes, but historically python's habit of incompatible changes have caused problems especially when things were done in the wrong order or a system was interrupted before the complete set was installed and then couldn't fix itself.
