Anaconda needs new locale thinking.

Please don't change locale settings just because you pick a different
time zone. People travel, that should only affect time zone.

I don't think there's a way around giving people access to all of LC_*
in a settings GUI. They were split for good reasons, and anything less
than the full split will not be satisfactory.
