no; as already written, modern initsystems use non-forking daemons where
such checks are not needed anymore.

stop sequence happens in reverted order and can be done in parallel, but
there must by synchronization points (e.g. 'httpd' + 'ftpd' -> sync ->
'udhcpc' -> sync -> 'udevd')
