No answer to easy bug policy

But you can mention it on the patch, so that the reporter knows what is
happening. Or close UPSTREAM. Also I have added a 3 weeks delay before
this is started. This leads to 3 weeks + 1 month time.

It is. But burocracy is required when it comes to forcing other
contributors.
