runtime dependencies on .so symlinks

Hello,

I have recently submitted a WIP EMBOSS package for review [1]. During
further hacking, it turns that the java ui requires the .so symlinks in
order to work properly (these are currently placed in a devel package).
What is the proper way to handle such situation? Just place the symlinks
in the main package (or -libs subpackage, in this case)? Thanks in advance,
