So you have a hard time believing something as massive as switching to
OpenID can be done, but you reckon everyone switching to the One True
Bug Tracker should be perfectly achievable? :)

It can't hurt, but it's not really that easy - there's not one single
person you could talk to at each distribution who'd be able to take that
decision. It'd be quite hard to get a decision making quorum for each of
the top ten distros (especially Debian...) in a channel at once.
