Explicit rpm requires

I've never had the pleasure of hearing or meeting anyone else on Fedora
in person, but sounds like it would be a useful talk to check out.

Well, that's a bug that is probably my fault.  Regardless of how I fix
the initial .spec issue, I need to fix cfitsio's .pc file.
