182 pending F11 stable updates. WTF?

Related to that, the release freeze essentially prevents bugfix
package updates to previous releases, since pushing an updated package
with a later version number to eg. F-10 will then break the update
path to F-11. Is there a recommended way around this problem I am
missing?
