I'm not sure.  If you look at the file ldapserver/nsconfig.mk, near the 
top, there is a section that looks like this:
    USE_ADMINSERVER:=1
    USE_CONSOLE:=1
    USE_DSMLGW:=1
    USE_ORGCHART:=1
    USE_DSGW:=1
    USE_JAVATOOLS:=1
    USE_SETUPUTIL:=1
    USE_PERLDAP:=1
    GET_JAVA_FROM_PATH := 1
    GET_ANT_FROM_PATH := 1
    USE_PERL_FROM_PATH := 1
    BUILD_JAVA_CODE := 1

You should set all of these to 0 except for USE_PERLDAP and 
USE_PERL_FROM_PATH.  If you are using the one step build method, it may 
work to set all of these to 0 on the make command line in 
dsbuild/ds/ldapserver/Makefile
