[Fedora-directory-users] Create Browsing Index disabled

I Imagine that I had an earlier build of 1.04 which "Create Browsing 
Index" wasn't disabled.

But I believe it was a good idea to have it disabled, shouldn't have a 
feature which may inadventently cause ppl grief.
