I'm not sure I follow, are you trying to right click on an entry then,
"Manage Password Policy"->"For user" and is it the "save" button that's
greyed out?
If so, have you enabled the fine-grained password policy? This is set in
the GUI under the "Configuration" tab under the "Password" tab for the
"Data" object in the tree.
