Are you seeing the same problem as discussed in:

https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=105767

I was seeing this before as well. I haven't tested it with the latest
version of redhat-config-packages yet. According to the bug report,
version 1.2.6 of redhat-config-packages fixes the problem.
