Adding FOP Support to xmlto to fix PDF generation (Bug 147472)

Dear all,

Just been chatting to Tim Waugh via irc and I am going to start work on
adding FOP support to xmlto, in the hope of fixing the current Docbook XML
PDF generation problems.

I'll let you know how I get on over the next few days/weeks.
