FC5 test1 relnotes make problem(two xml file broken)

I probably should not have tagged the Makefile.  I removed the tag (cvs
tag -d FC-5-TEST1-TRANS-FREEZE Makefile).  The Makefile should operate
independently from the XML, so you can have the latest version of that
file without having to do anything more than 'cvs up Makefile'.
