Why not the Docs/ namespace?

Documents should either be under a project namespace (SELinux/,
Packaging/, etc.) or in the Docs/* namespace.

Putting things with random names at the root namespace only makes them
harder to find later.

We could do a lot with categories, yes, but we haven't.
