Separate directories for each Language for Release notes (and other docs)

Oh right, this is part of the infrastructure that produces that sweet
status report on translation progress, right?  Is there anyone who can
give us a primer on-list of how that works, and how we can best organize
things on this side to integrate seamlessly?  Maybe Sarah?
