plan for working with release notes

Reviewed TQSG closer, I have a couple of ideas and questions.

Assuming this single small PO file refers to 
docs-common/common/entities/po/*.po files, it seems possible to download 
release-notes.pot via DL and to submit $LANG.po via TX similar to 
software, if set correctly, no?

So that no command operation required nor understanding doc-common/ 
structure for translation-self.

How you think?
